Dr. Andrew Jennings, UHI Associate Professor in Island Studies, has released a new publication titled "From Periphery to Powerhouse: A New Policy Paradigm for Scotland's Islands."
Scotland's diverse archipelagos, from the Northern Isles of Orkney and Shetland to the Hebrides in the west, occupy a unique and often romanticised position within the national consciousness. Beyond this scenic allure, they are vibrant centres of distinct cultural heritage, unique ecological systems, and resilient communities. However, they are now at a critical crossroads. They face an accumulation of systemic challenges, including economic precariousness, demographic instability, and the erosion of cultural heritage, that threaten their long-term sustainability.
The persistence of these issues suggests that existing, mainland-centric policy frameworks are no longer fit for purpose. This policy brief draws on the rich, detailed discussions and analytical reflections from the Scottish Island Futures – 2050 and Beyond workshops. This 2023 series, supported by the Royal Society of Edinburgh, brought together a diverse group of island residents, international academic experts, local development officers, and policymakers to critically assess the future and envision actionable pathways forward. This document moves beyond a simple diagnosis of long-standing problems to propose a comprehensive and actionable policy framework.
